The work of WHO in the biennium was guided by the 11th General Programme of Work 2006–2015, the MTSP 2008–2013, Country Cooperation Strategies (CCS) and the Strategic Directions for WHO in the African Region 2010–2015. This report covering the Programme Budget 2012-2013 is presented under each of the strategic objectives, namely, SO1: Communicable diseases; SO2: HIV/AIDS, Tuberculosis and Malaria; SO3: Chronic noncommunicable conditions, mental disorders, violence and injuries; SO4: Child, adolescent and maternal health, and ageing; SO5: Emergencies, disasters, crises and con icts; SO6: Risk factors for health conditions; SO7: Social and economic determinants of health; SO8: Healthier environment; SO9: Nutrition, food safety and food security; SO10: Health services; SO11: Medical products and technologies; SO12: Leadership, governance and partnership; and SO13: Ef cient and effective WHO.

This annual report of the Regional Director is a progress report on the work of the WHO in the African Region during the first year of the 2004–2005 biennium Programme Budget, which is part of the Tenth General Programme of Work (2002–2005). The period covered by the report marks a transition in the management of the Regional Office. This period ends the mandate of Dr Ebrahim Malick Samba as Regional Director and opens a new chapter in the work of WHO in the African Region with the election of Dr Luis Gomes Sambo as the new Regional Director.
