Kampala, 4th November 2011 -- The mood was upbeat; the place immaculately spruced and decorated; journalists paced up and down clicking their cameras at every opportunity; there was live broadcast on national television and radio; and security was tight.

Unlike on many functions, people were unusually early, a clear indication of the impeccable mobilization done many days before. Invited guests were immaculately dressed either in sharp suits, nice dresses or in promotional T‐shirts provided by the organizers. Indeed, something important was about to happen; history was in the making and sure it did, starting at 9.00 am on the dot.
