Consultancy Opportunities at the WHO Country Office in Uganda
CONSULTANT: GENDER, EQUITY AND HUMAN RIGHTS
The WHO Country Office Uganda requires a national consultant with expertise in gender, equity and human rights (GER) to provide technical support for the implementation of GER deliverables related to the WHO and Government of Canada grant for strengthened and more equitable health systems response, recovery and resilience in the context of the COVID-19 pandemic and beyond.
Background
In March 2021, WHO and the Government of Canada (Department of Foreign Affairs Trade and Development) signed three grant agreements (see box 1) in the amount of 145 million Canadian dollars to support efforts to end the acute phase of the COVID-19 pandemic (100 million Canadian dollars), to strengthen the implementation of the Strategic Preparedness and Response Plan for COVID-19 in the African Region (15 million Canadian dollars,) and to strengthen national and local essential health services and primary health care for the recovery and resilience of countries in the context of COVID-19 (30.38 million Canadian dollars). Each of these grants includes a focus on mainstreaming of Gender, Equity and Human Rights (GER) in activities related to the response and recovery to COVID-19:
- “ACTA-HSC project”: ACT-A Health Systems Connector Implementation Project: Strengthening the Foundations of COVID19 Response [covering 75 countries, involving all regions]
- “PHC project”: Strengthening local and National Primary Health Care and Health Systems for the recovery and resilience of countries in the context of COVID-19 [covering 10 countries, involving all regions]
- “AFRO-SPRP project”: Project supporting the WHO Africa Region to implement its Strategic Preparedness and Response Plan for COVID-19 [AFR-specific]
“The ACTA-HSC and AFRO-SPRP projects have dedicated Gender, Equity and Human Rights Action Plans (GERAPS), whereas GER issues are embedded across the PHC project and in its monitoring framework. Directly relevant to this work, the GERAP for the ACTA-HSC project include indicators for measuring success, and these are aligned with GERAP indicators in the AFRO-SPRP project. All three grants call for the implementation of GER inclusion analyses focusing on national COVID-19 response and recovery plans and primary health care initiatives using specific GER tools and methods (including barriers assessment methods). Grants also call for technical assistance to and capacity building of WHO country office staff and national authorities on incorporating gender, equity and human rights considerations in their country COVID-19 and primary health care policies and plans.
Duties and tasks/responsibilities
The consultant will support the WHO Country Office to develop and finalize the GER inclusion analysis for Uganda, performing the following specific tasks:
- Develop a workplan for advancing the development of the GER inclusion analysis for Uganda within the timeframe including a process for consultation and or feedback.
- Identify and map all available data sources (quantitative and qualitative), using agreed indicators and or WHO/UN data sets as appropriate based on the agreed template for the GER inclusion analysis.
- Identify any challenges to obtaining data and or qualitative knowledge for completing the template e.g. access or approval to use from another agency and put a process in place to address.
- Work with relevant teams in the WCO Uganda and the Ministry of Health including but not limited to those working on COVID-19 response, primary health care and health information systems and as appropriate, other government (e.g. Office of National Statistics) or UN agencies.
- Identify and make any adaptations to the GER inclusion analysis template as appropriate to country context.
- Participate in WHO training and capacity building exercises on use of relevant tools and assessment approaches.
- Collect and analyses all relevant data and knowledge and develop an initial draft of the country GER inclusion analysis, circulate for feedback, and revise and develop a final version of the GER inclusion analysis for Uganda.
- Provide feedback on drafts of the Regional synthesis report on the GER inclusion analyses.
- Contribute to progress reports at key points of the project.
Deliverables - Workplan to advance the development of the GER inclusion analysis for Uganda
- Report of training and capacity building exercises on use of relevant tools and assessment approaches.
- GER inclusion analysis for Uganda
- Feedback on Regional synthesis report.
Qualifications+skills+experience - Advanced degree (Masters or PhD) in social science, sociology or public health.
- Understanding of Gender, Equity and Human Rights and intersectionality concepts.
- 5-10 years’ experience in working with qualitative and quantitative data and knowledge and undertaking analysis and reporting.
- Sound communication skills – written and oral including experience in developing written reports and incorporating feedback.
- Knowledge of health and or social care issues and programming at country level.
- Demonstrated experience working with ministry of health and other partners on health and or social care issues.

Ability to work in a team and cross-cultural environment
Desirable
• Familiarity with WHO and wider UN tools/assessment approaches for gender, equity and or human rights analysis including but not limited to as the Health Equity Assessment Tool, Innov8, gender mainstreaming and barriers assessments.
• Experience in health emergencies. -
Language
• English – working knowledge where English is not the working language of the country
Work location
The consultant will be working remotely from their place of residence within Uganda with occasional face-to-face meetings at the WCO depending on need and suitability. All training, capacity building and or meetings organized by the WHO Regional Office for Africa will be done virtually/on-line.
Supervision and reporting
The consultant will report to the WHO Country Office (WCO) GER focal point for Uganda
Duration and timelines
The timeframe for the consultancy is 01 October 2021 to 31 March 2022. The timeframe for deliverables 1 to 3 is by 31 December 2021. -
Remunerations
The consultant will be paid – based on WHO pay band for NOC level national consultants.
