The objectives of the Partnership & Resource Mobilization Unit are to create an enabling environment, at country and regional level, to advocate for and promote effective collaboration and partnerships and to contribute to strengthening resource mobilization capacity at Regional and Country level.
The functions of the Unit are:
To develop/promote and implement WHO's policies and procedures in terms of engagement, management and costing of partnership activities and programs;
To advocate for, promote greater understanding, provide technical assistance where necessary for the development of partnerships and identify tools related to the role of WHO and contribute to UN Reform;
To ensure capacity building in Technical Divisions, WHO country offices and Inter-country Support Teams for the development and presentation of project proposals to partners and donors, memorandum of understanding and agreements consistent with the expectations of health development and Funding Partners, as well as WHO Policies, Rules and Procedures;
To develop capacities and provide needed expertise to Divisions, Inter-country Support Teams, and WCOs, for monitoring, evaluation and reporting on programs and projects funded by specific donors and ensure continued training of staff in charge of these areas;
To develop and provide harmonized mechanisms and tools to Technical Divisions, ISTs and WCOs on monitoring, evaluation and reporting on partnership and Resource mobilization activities.
To provide, on a regular basis and through appropriate means, necessary information to Divisions and Country Offices on different categories of partners: UN System Agencies, Bi/Multilateral partners, NGOs, private sector, including Gates and Foundations and civil society, African Union including Regional Economic Communities, and NEPAD;
To set up mechanisms for facilitating the bridge between PRM unit, Technical Divisions, ISTs and WCOs regarding Partnership and Resource Mobilization.
