The functions of the programme are to support Member States on:

• Development and implementation of national policies, strategic plans and programmes for mental health and substance abuse.
• Integration of mental health and substance use prevention into general health care systems, using a community based approach.
• Capacity building through the elaboration of appropriate human resources development policies and encouraging the integration of mental health and substance use into the training courses of the general health and social workers.
• Promotion of inter-country technical cooperation through the establishment of specific networks, including collaborating centers and other academic institutions in the Region.
• Integration of different aspects of mental health and psychoactive substance use related problems on health information systems at country and regional levels and ensuring appropriate responses.
