The WHO Regional Committee for Africa resolution
AFR/RC56/10 on health financing guides the work of the Programme. It urges Member States: to strengthen leadership capacities of ministries of health; to strengthen or develop comprehensive health financing policies and strategic plans; to fulfil the commitment made by African Heads of State to allocate at least 15% of their national budgets to health; to strengthen the national prepaid health financing systems; and to strengthen capacities for generating, disseminating and using of health financing evidence in decision-making.
The resolution requests the Regional Director to make available regional guidelines for developing comprehensive health financing policies and strategic plans; to provide technical support to Member States, as appropriate, for developing tools for and methods of evaluating different practices in health financing; to create networks and mechanisms to facilitate the continuous sharing of health financing experiences and lessons learnt; and to support health financing research, dissemination of findings and use in decision-making.
