WHO has been working in Mozambique since 1976, under the Special Agreement on Cooperation between WHO and the Government of Mozambique.

The mission of the WHO Country Office in Mozambique is "to support the development of an efficient and equitable health system in order to achieve the health-related Millennium Development Goals (MDGs) in strong partnership with all UN Agencies, international and national health partners." WHO mission falls in the Delivering as One approach as recommended by UN Reform. The overall goal of Delivering as One in Mozambique, one of the eight pilot countries for UN reform is to ensure the delivery of concrete results in support of the national development objectives and priorities by a more coherent, better coordinated, funded and managed UN.
