The African Public Health Emergency Fund (APHEF), the way forward

Each day millions of people living in the African Region face major threats to their health and livelihoods as a result of disease outbreaks and natural or man-made disasters. These incidents are often associated with high number of deaths as well as destruction of health facilities. The lack of adequate funds to address emergencies in the immediate aftermath of such incidents further aggravates the situation.

The WHO Regional Director for Africa, Dr Luis Gomes Sambo, proposed the establishment of the African Public Health Emergency Fund (APHEF) which was approved subsequently by the African Ministers of Health and Heads of States and Governments.

A Monitoring Committee was put in place to provide advice on the management of the Fund. Its membership include: three sitting Ministers of health, three sitting Ministers of finance, the Chairperson of the WHO Programme Subcommittee in the African Region and the WHO Regional Director.

The annual contribution to the Fund was set at US$50 million and the African Development Bank was designated as the trustee to manage the Fund. Since 2012, a total of 1.7 million US dollars has been contributed.
