The 63rd Session of the World Health Assembly adopted resolution WHA63.19 which requests WHO to develop a WHO HIV/AIDS Strategy for 2011-2015, through a broad consultative process at all levels.

The strategy is expected to:

  • build on the achievements and experiences of the "3 by 5" initiative and the five strategic directions of the WHO HIV/AIDS Universal Access Plan 2006-2010;
  • take into consideration the broad global HIV, health and development architecture, including the UNAIDS Strategy and Outcome Framework, and existing commitments to achieving Universal Access and the Millennium Development Goals;
  • identify existing and agreed global targets to motivate countries to plan for bold HIV/AIDS responses through to 2015;
  • provide guidance to countries on how to prioritize their HIV and broader health investments;
  • provide a framework for concerted WHO action at the global, regional and country levels and across all relevant WHO departments.

The final draft strategy is expected be ready by the end of October 2010 in order to be submitted to the WHO Executive Board in January 2011 after receiving contributions from various stakeholders. This requires that the draft document be disseminated to all levels in the six WHO regions for consultations using the provided guide and reporting template. The consultative process includes face to face meetings and other mechanism with major constituencies, development partners, people living with HIV and civil society organizations.

A website is also created for direct and individual contributions. The link is: http://www.who.int/hiv/aboutdept/strategy_consultation/en/index.html

The inputs and comments from countries, Inter country Support Teams as well as Clusters at the Regional Office will be compiled at regional level and shared with HQ for finalization of the draft.

The review process is still ongoing and it is expected to have the maximum of contributions from the countries, IST and clusters before end of September 2010.
